It all comes down to personal preference, but as your tummy gets bigger you often don't just need more width to go around it. You also need length to cover it up.
Also your neck and arms are not necessarily going to grow in proportion to match. A top a couple of sizes larger might have armholes down to your waist.
As for pants, depending on your natural body shape, pants that fit your hips may not button up and those that fit your waist are too baggy in the hips.
Maternity pants and jeans often have a special stretchy panel either in the front or back that will help pants fit your body normally.

Cost effective?
If you plan your pregnancy wardrobe carefully, you can mix and match as much as possible and will feel and look like you have more outfits than you do.
Money spent on maternity clothes will not be wasted money. If you wear every outfit every week, your clothes will be pretty worn out by the time the baby is born.
Buy a couple of items that make you look really good, as it will definitely help you feel good about yourself and your body.
Tip: Buy only one or two bras at a time because you may grow several sizes over the course of your pregnancy. Wait to buy nursing bras until the last two months.
